But on Wednesday Tabare Vazquez signalled Uruguay's intention to bring the World Cup back where it all began.  "It is a natural right because the biggest international competition in the world came to life in our country," Vazquez declared.  Uruguay triumphed in the inaugural World Cup with a final win over Argentina in 1930, establishing the nation as football's most potent force following their Olympic Games wins in 1924 and 1928.  The Celeste picked up their second triumph in 1950 over hosts Brazil, while Argentina won the 1978 edition on home soil and repeated the feat in 1986 when Diego Maradona's magic inspired the nation in Mexico.  Vazquez has met with Argentina counterpart Mauricio Macri to lay the groundwork for a possible bid, which could face competition from the likes of Chile, Colombia, England, Australia and New Zealand and Malaysia and Vietnam.</blockquote>
