IN SIMPLE
Ans: Mostly as far as I know broadband connection are made using PPoe dial up connection, from client pc which requires a username & password.
But we should be knowing this that MAC address is what actually making the authentication in name of your PC.
1)For making a successful connection all you need is an LAN Network connection which ur ISP provides.
2)Then use ip sniffer to get the MAC address of ur frnd or neighbours
3)Change the MAC addres of ur network adapter using mac changing software with one that U think U know the username and password
4)Then use yours frnd or neighbors username & password and create a dialup account And guess what ur IN!
5)It is bad joke if you try this in morning. As the Original user can not dial in his account as ur loged in this might leed ur ISP to check for suspicious activity dont worry, ALL he could see is that the authentication has been succes fully done between the original user and ISP, HA HA HA!

Note : You could get a cheep account from ISP, AND then use this one at night for surfing and downloading unlimitedly.
Note : Some Indian ISP use default pass for user so then u just need to know the username. And it is 100% safe bcz once ur MAC is changed ur computer is not urs. So there is no easy way to get you.
U can get pleanty of softwares regarding chnging MAC & finding username & pass just google it or else feel free to contact
