They should consider to login users over a captive portal and use some kind of methods to prevent abusing the network. So if someone use the network by signing into their personal wifi account, they are responsible for what they did. For an example they could surf in deep web and run away. But if they are pre registered for an account by giving their details to a trustworthy third party, they couldn't do anything bad or abuse the network.Personally I think we need fair data bundle for everyone. Government should force every provider to provide at last one unlimited plan or fair data bundle with considerable speeds. Also they could start to use squid proxies for youtube again. Then they can save lot of international bandwidth.</blockquote>
