For example if you have the game in C:\Game then put file in there. Now run the game. It will work. NOTE: Its a direct X issue. But if you are running a latest windows version you should always have the updated direct x which should be compatible with most games. Anyway be sure to check the game's directx requirements with your directx version. Most of the time there is no point updating directx. I have tried it number of times without any success. So just download the dll file put it inside the game directory and we are good. If one file doesn't work try another one.
