There are 3 dragons so there should be 3 dragon riders & the dragons could be only ridden by the targaryens so since the rumours surrounding jon & tyrion about them linking to the targaryen dynasty, they should be the dragon riders.Btw I also think there will be two others that'll  ride viserion & rhaegal and there's a huge possibility that jon & tyrion could be them. But it's not confirmed anywhere and there are no true facts that those two are targaryens. Only hints that are shown in the books.THE ONLY PERSON WHO KNOWS JON's TRUE IDENTITY IS THE CRANNOGMAN HOWLAND REED. Eddard knew. Lyanna knew. And lyanna made eddard promise something. AND THAT COULD BE NOT TO REVEAL JON's IDENTITY.BUT THIS IS ALL ASSUMING THAT JON IS LYANNA & RHAEGAR's son.AND THE PERSON ALIVE THAT KNOWS THAT FOR A FACT IS HOWLAND REED.The other dragonrider stuff is bullshit. Haing the ability to ride a dragon doesn't entirely make a person a targaryen. There could be others. People from valyria maybe. And speaking of Tyrion, he may or may not be a targaryen. The only way he could become a targaryen is IF Areys bedded Joanna Lannister at kings landing WHEN SHE WAS THE HAND IN MAID OF QUEEN RHAELLA. There's a point mentioned in the books that queen rhaella got angry for some reason and sent Joanna away to Casterly Rock.  So that's the only incident that can link tyrion to targaryen blood.
