If you can afford then i highly suggest Shangri- La Colombo At least a horizon club room which is quite cheap for the service they offer. Other than that there are so many cheap options you may consider.

been to there double tree
landscape was superb
but the buffet was not good
high tea had kevili, tea and plain tea
was disappointed

RIU doesn't have day out
