Graphic - 3D

If you look at the post for city layout of kingdom of jaffna, you can see the 3D work. I like to know which software is best for such work, and i would like to make something advance than this map like including 3D terrain. In the map terrain is flat.

I am not familiar with Maya and other 3D software. So suggest me to create by using 2D graphic software to make alike 3D work.
