With a <a href="http://en.wikipedia.org/wiki/Nameplate_capacity" target="_blank">nameplate capacity</a> of 3<a href="http://en.wikipedia.org/wiki/Megawatt" target="_blank">MW</a>, and an approximate annual generation  capacity of 4500 <a href="http://en.wikipedia.org/wiki/MWh" target="_blank">MWh</a>, this plant stretches to about 1,500 km2  (580 sq mi) in size. The cost of this project was <a href="http://en.wikipedia.org/wiki/Sri_Lankan_Rupee" target="_blank">LKR</a>280 million (1999 rates), of which 34%  were local funds and 66% were foreign funds. The foreign funds consists  of funds from the <a href="http://en.wikipedia.org/wiki/Global_Environmental_Facility" target="_blank">Global  Environmental Facility</a> and the <a href="http://en.wikipedia.org/wiki/World_Bank" target="_blank">World  Bank</a>. The project was commissioned in 1999, of which studies of  developing this project dated as early as 1988. The project is now owned  by the <a href="http://en.wikipedia.org/wiki/Ceylon_Electricity_Board" target="_blank">Ceylon Electricity Board</a>.
