It could be the Power Supply, those unbranded Chinese ones can’t maintain the rated power output. If the rated wattage is 350W, then that is like 200W in reality. Replace it.
If you are buying a cheap Chinese one then get atleast a 450W (that should give you at least 300Watts). Else buy a branded one with a rating of 350W or 400W.
yeah, what we saw is that on the local market, the no name PSUs that they say are 450W actually has a max output of 300W or less. The 450W in those PSUs doesnt mean the wattage but a model code. The actual wattages are written on a table on the side of the PSU.

For the no name PSUs, to get 500w power outage, you have to buy one that is labeled as 800W!!.

Is 50-75 C too much or average ?

    Back to the Topic-
Bro your CPU cooler is not fixed Properly When it gets to 75-80c the System shuts down because it will damage the CPU , The shield Is not touching the CPU If you can reseat it.

As how dinukap4 says if the processor heat is going up its something to do with the processor rather than the PSU. If the PSU is not good it will not start up the system. Well you can say that the power is not sufficent to startup the processor then you will not get any display.

What i sudgest is you remove the VGA and try to use it. Then you will know if the psu is sufficent or not. Even a low quality psu should be able to start the system.

If you cannot solve it bring it to us and lets check on it.

Please check the background processes. It clearly showing the processor is overlord. nothing wrong with the power supply or the heat sink or the fans. Must be a virus or Trojan.
