Rapidshare identifies the NAT server address as the IP address of your host when downloading via HSDPA. So if someone else who is connected to the same cell as you have, is downloading a file from his HSDPA, rapidshare will not allow you to download using a free account.

Reseting connection will not work here. But using the HSDPA you can have a really good download speed via torrents...
