Windows comes with WIFI support (WEP & WPA ) since XP SP2 and newer.
Also Wifi tools are provided by the WIFI card manufacturer that are to be used with the card they provide.

To access your phone via bluetooth, your PC must have bluetooth support. Most new Laptops has bluetooth inbuilt but not Desktop PCs.
For desktops you can add a USB Bluetooth dongle :

and install the software that comes with it.

Also, since you have a nokia phone, install the nokia phone suite software given with the phone, to fully manage the phone.

After adding the bluetooth dongle, you can connect the phone via bluetooth.
