It was rejected twice.  The paper was then sent to the Review of Scientific Instruments, where it was finally accepted and published.  That’s the exact moment the narrator says the discovery “was rejected twice,” which is also the title of the video itself. No individual editor or reviewer is named—just the journal.</blockquote>
