It's funded through paid HBO subscriptions, plus all the licensing/sales for merchandise, DVD/Blu-Ray sales and then any deals they might cut with foreign networks for airing. A full season has been estimated to cost about $60 million for 10 episodes, which is a lot but still substantially less than a "blockbuster"-type movie. The last Avengers movie had a budget of ~$280 million for about 2.5 hours of programming and the last Harry Potter movie cost about ~$250 million with a similar run time. $60 million for 10 hours of programming is a bargain in comparison.
A show like "Game of Thrones" is a huge draw for HBO's subscriber base. It's an investment and obviously they're getting their money's worth on it or it wouldn't keep getting renewed. They're not making it out of the goodness of their hearts.
