I really need help on how to build a network independent of Internet on which any node cannot be connected to internet. This network can not be connected to internet , because it is offensive network . If any node were to connect to Internet it will be blocked by other node by jamming its ip ports .It would use port scanning for proxy or vpn tunnels etc.
This network can be used for banking , defence , power plants, water plant etc. any other network that needs to be independent of internet so it cannot be hacked easyly Any ideas?
