Finally I found a way to do load balancing with dial up and Ethernet. You can simply do ethernet bridging if you have two ethernet connection.
I did try by doing this since I am having Adsl router connected to ethernet. 3g connected via bluetooth.
I did enable QOS with gpedit.msc went to admin templates in computer. I made persistent default route pointing to the ethernet interface with route command.Made the ethernet with metric 1 in the tcp ip properties
I Opened regedit. I went to [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\NetBT\Parameters]
REG_DWORD (DWORD Value).RandomAdapter
Set it to 1 as a value data to enable RandomAdapte

It is called WOOWEB-PRO V4 is a software in Torrentz.com i downloaded it.
