First of all; make a new document with any size/res. or any name.
Here is mine:
Then press OK.
Press D so you get the original back and foreground color (Black and white) and make your background black then go to:
Filter>Render>Clouds
and then
Filter>Render>Difference Clouds
Then press:
Ctrl+L or go to Image>Adjustments>Levels
And then drag the little grey arrow to the left.
Here's mine:
hen press:
Ctrl+I or go to Image>Adjustments>Invert
The last thing:
Press Ctrl+U or go to Image>Adjustments>Hue/Saturation and choose colorize then choose whatever color you want.
