I need to upscale/improve normal(standard definition) video to 720p or high definition (HD) while preserving file size..:nerd:

    best example is this..

This is Avatar: The Legend of Korra S01E05...
Quality is 720p.. but the size is even less than 100 MB...

How is this done???? :O :O

Are you sure the quality reaches true 720P? resolution can be 1280*720 so its classified as 720P but quality and resolution are 2 different aspects.

i'm not sure machan.. either way is fine with me, as long as the file size stays low and quality is anywhere near 720p or resolution

    720p and 1080p are simply resolutions (1280 x 720) or 1920 x 1080)
No matter how low/high the bitrate, they can still be called "HD".

The reason some "HD" looks good and some looks very soft/blocky/etc. depends on the bitrate chosen and whether it is
    appropriate for the source.

A solid black background with someone talking is going to require less bitrate than a busy street scene because there is less movement from frame to frame in the first scenario. Digital video compression works by taking frames of video at set intervals and just tracking the differences from frame A to frame B. Lots of motions, lots of bitrate required..little motion..little bitrate required.

So the bitrate requirements from one movie to the next (or even from one scene to the next in the same movie) could vary wildly.

So..without a "standard"..what's a guy to do? I prefer using constant quality settings in my applications. It creates a variable bitrate file that gives it all it needs in the fast action and throttles it down in the slower/less complex scenes.

practically it's depend on the duration and its color variation. if u wanna reduce the size of the video while preserving the quality u can use h264 video format with mp3 audio format. so far h264 is the best format (not container) for videos if u intend to reduce the size but still keeping its quality intact. if u want to make it more smaller just wait until 2013 a new version of h264 is going to be released.
