HSPDA Modem Help needed

Hi Guys
One of My friends got a E220 Modem. Purchased from Dialog. He didnt pay a bill & have an outstanding balance of rs.5000. So is it possible to get the modem unlocked & get a mobitel connection?

Since this one has the software CD's for Dialog how can you use those softwares with a Mobitel Connection???
