I think the issue is that when you advertise for an entry level job, you will get hundreds of CVs and the shortlisting becomes very difficult. So  most of the time, a CV will get not more than 10 seconds to decide whether to select for an interview or not. And shortlisting may be done by HR and they may have no clue about specific requirements of the job. Also most of the time cover letters are not even looked at. For instance if you mention you expect Rs.75,000/- salary as a minimum, it is very likely that they dont see it and call for an interview, only to find out that they are looking for someone less than 25,000/-.</blockquote>
