Torrent Spy is a public tracker, because it doesn't ask you to maintain a high ratio. Any site that asks you to upload as much as or more than you download, is a private torrent site. They have a limited user base, because if the number of users increase beyond a value, then there would be more leechers than seeders and the speeds will not be that great.
I download from bitsoup.org and AFAIK they are still open for registrattions. But they are very close to hit the maximum number of allowed users, so I suggest you hurry there and register yourself.
