If you're buying a Xiaomi from Liberty or any other place, you will have to be highly highly careful about your purchase. There are many sellers who sell refurbished/resealed units and the key thing is to buy a unit which is in SEALED PACK condition. The unfortunate thing is that the polythene is sealed in Sri Lanka also, therefore it is easy for buyers to fall into the trap of buying locally package-sealed phones. Therefore, if you are buying a Xiaomi, make sure that you buy it only from a trusted seller who sells sealed pack devices (even if he does not offer warranty). For Huawei of course, I believe that there is no issue as long as you buy an originally sealed unit with the company warranty card.
