Machan I meant on the by roads between IDH to Kotikawatta junction, like malpura road & also most of walpola side.

Yes. Kotikawatta side is flood risk due to Kalani river

Btw flooding due to rain is now not an issue at all. Even when kalani river overflow most of the issue is limited to small area. New flood management system working really well. They completed the system around year ago.
