So there were no 'permanant secretaries'.The history Repeats and goes on...But we still have Honest Public Servants and had extremely honest people such as late MrD.A.A.Munasinghe (std of Medical Supplies in 80s and also visiting lecturer of Pharmacology  of MC-UOC). Such unsung hearos are not rare in public service . Tender award  and TEC are by DMS (to my knowledge) . What is TEC's  purpose if the committee members are not experts in the issue (eg Aircraft engineers being in TEC to select Locomotives!)In this instance I blame officials who are more corrupt than politicians in money or kind! The responsibility always lies with officials , not the Minister. We had good people and still do, but lac of culture make them flee or turn  a blind eye . This is mainly due to majority rule in democracy. Though we have high literacy rate our real literacy or quality of literacy is vey poor (again due to low standards in education including Unis). Poor education had produced masses with no or little thinking ability and cannot decide independently but a bunch of sheep!I fully agree that 6.9 million voters, will again vote for even worst candidate than previous choice! and will be the first and only country in Asia to bankrupt twice!My concern is not any of the above, but why this type of life and death matter not getting  the prominence that it needed.
