• Go to start -> Accessories -> Right click on command prompt and choose run as administrator -> And type NETSH INTERFACE TCP SET GLOBAL AUTOTUNINGLEVEL=DISABLE D and click ok then it will activate,then enjoy ur internet surfing with out any stuck.
  

Note: that this trick supports only Windows Vista.

And other thing is that you want to log as Administrator and do this trick, and if you are log as normal user this trick wont work.
