Dude im having a friend who has a Q6600 @ 3.0 Ghz , and a GTX 280 , with 8 Gig of DDR2 ram.... even he cannot up the texture quality to "High" without compromising the FPs :/

Nope its just the game. I think someone mentioned it earlier :/ GTA 4 is poorly optimized for hardware stuff....

even my 98GT drops like to ~22FPS in rare situations when Undercover is maxed out @ 1440x900

mine is 1440x900...i used it machan..have a viewsonic 19" widescreen...
