Democracy is ruling the country according to the wishes of the population. Since it's difficult to get population opinion more often, (however, with the recent technological developments, we could get more frequent polls / views of the population) we appoint population representatives to the parliament. Population representatives should not necessarily be highly educated guys. It's like the jury in a court. However there should be a more technically competent staff under these ministers. They should have master plans for departments and these master plans should not be charged in ad-hoc manner. They should come up with project proposals.
However, many people believe that, in the current situation, things are happening other way round. These master planners are just waiting and doing whatever the minister says. lol
