What ever the link you get say 200Mbps, it has a price. So the cost is only on the peak time usage. Who ever the operator, they have to develop the capacities for the Peak hour. Same thing applies to CEB as well. When Peak capacity is idling in the off peak, they give it at lower cost or free to keep customers.Other issue is wireless Network, where wireless part of the network is other bottleneck. When one radio station is full they have to install another one.
