TRCSL allows introduction of FUP for New Fixed Broadband Packages
The Telecommunications Regulatory Commission of Sri Lanka has given permission to two operators, Sri Lanka Telecom and Dialog Broadband to introduce Fair Usage Policy (FUP) into their new broadband packages. TRCSL’s position on FUP for existing customers however will remain unchanged. In other words, there would be no FUP for existing customers. They will be given an opportunity to switch from their existing unlimited package to a new package with FUP, at a reduced monthly rental. However TRCSL’s will continue its study on unlimited services to analyze the usage patterns of subscribers and policies will be introduced if necessary.
Together with the introduction of FUP, the TRCSL has announced QoS levels for services which need to be maintained by service providers during their operations. As per the standard ISP a consistent quality of service which is not less than 60% from the advertised bandwidth must be maintained before the subscriber reaches the pre - defined FUP. These standards will be made public for the information and reference of the subscribers shortly.
Unlike in volume based broadband services no additional fee would be charged for any excessive data consumption. The subscriber can continue to use the service beyond the FUP limit. Thereafter his or her speed will be reduced to a certain level (Speed details will be available with the package) and will be continued until the next billing cycle starts.
The introduction of FUP allows operators to provide a better quality of service to subscribers to accomplish their tasks speedily than ever before. Operators will be advised to separate commercial customers from residence based customers in respect to servicing broadband packages. The customer who requires more data volumes or who use these services for commercial purposes would be provided with a wide array of commercial products thus providing unrestricted service to customers who need large quantities of data monthly. In this context TRCSL has already requested the operators to expedite the release of their packages to the market.
The TRCSL anticipates fixed broadband prices to come down further with enhanced FUP limits as the competition rises in the market.
