    The Sri Lanka Export Development Board under the Budget Proposals 2022 will implement a financial assistance scheme for SMEs/Start-ups for innovative products/ICT based solutions development to increase high-tech exports in the ICT sector. The technical support for the implementation of the scheme will be provided by the National Science Foundation (NSF)

    FOR WHOM
    ICT SMEs/Tech Start-up companies with innovative products/solutions.

    AREAS OF ASSISTANCE:

    • Strengthen & support the SMEs/Start-ups for innovative product/solution development to increase high-tech exports in the ICT sector.
    • Assist companies to obtain IP right, PCT application in the focus Tech segments. (IoT, AI, VR/AR)
    • Establish Sri Lanka’s homegrown ICT brands in the overseas market.
    • Establish links with global value chains
    QUALIFYING CRITERIA:

    • Should be a SME or Start Up (Refer definitions in the website)
    • All SMEs/Start-ups of ICT products or ICT software application, having 100% local ownership.
    • Market ready product/service to be developed.
    • Should have experience in the field of ICT product / software solution development (documentary proof should be submitted)
    • Any company who has not received any Government financial assistance within the past 3 years for similar projects.
    EDB ASSISTANCE FOR THE SELECTED BENEFICIARIES
    The assistance scheme to be implemented on cost sharing basis where EDB will meet 70% of the project cost up to a maximum of Rs. 4.0 Mn per company, on reimbursement basis.

    APPLICATION & SELECTION
    Interested companies are requested to complete and submit the “Expression of Interest” form, which is available under “Announcements” in the EDB website www.srilankabusiness.com. on or before 4th March, 2022.

    A webinar will be organized to brief details of the assistance scheme for the companies who have submitted EoIs. Webinar date will be informed in due course. Duly completed applications with all relevant documents as stipulated in the guideline should be submitted on or before 11th March 2022.

    The Sri Lanka Export Development Board (EDB) jointly with National Science Foundation (NSF) is implementing the Grant scheme for SME/Startups for innovative product/IT based solution development to increase high-tech exports in ICT sector in 2022​

    Main objectives:​

    • Develop 10-12 companies per year in the ICT industry as the direct beneficiaries by introducing them to global value chains
    • Register up to 5 new patents in the focused tech segments such as Internet of Things (IoT), Robotics, Artificial Intelligence (AI), Machine Learning (ML), per annum
    • Generate around 500 new jobs for the graduates by 2025 in IT, Engineering and electronics disciplines with the expansions
    • Increase export revenue up to US$ 3 Bn by 2025

    CONDITIONS

    • EDB assistance will be considered up to a maximum of Rs. 4.0Mn per company to meet 70% of the project cost on reimbursement basis
    • The applicant should meet minimum of 30% of the project cost and submit documentary evidence to prove financial capabilities to implement the project

    Eligible Activities​

    Financial assistance will be given for the following activities relevant to the project

    Areas of AssistanceActivities
    Development of innovative ICT products/services
    • Purchase of Software to develop products/IT solution
    • Obtaining Quality certification
    • Purchase/upgrade of hardware/machinery
    • Hire machinery and equipment for prototype
    • Design fabrication
    • Expenditure to manufacture prototypes
    • Purchases of new software /licenses for the R&D
    • Short term training /testing facilities
    Obtain IP rights and PCT application
    • Technical assistance/consultancy for IP creation process (Training, legal advice, registration, -Patent Cooperation Treaty (PCT) application, etc.
    Establish Sri Lankan home grown ICT brands in overseas markets
    • Launching the product at international events (excluding personal expenses) , test marketing.
    • Brand Promotion Activities
    Link with global value chains
    • Expenditure to manufacture prototypes
    • Testing facilities

    I sense some startups from contacts will pop and steal the funds and will return nothing (waste peoples tax money)
    Government is incapable of using/choosing proper IT solutions for departments and how they invest and monitor IT startups properly?

    If they want to boost IT industry, please provide electricity and better internet connection at fair prices.
    Due to power cuts even established software companies cannot perform as before.

    This is a joke where they expect to spend 4 million and expect so much in return in a country where you can't buy a wagon R for 4 million.
    You can't become a pick me wagon R driver for 4 million you have to go for an alto or a three wheeler
