Let us discuss Janaka's death in that context...According to the 5 Niyama Dharma,Kamma is only one cause of five causes when something happens. But Kamma can come back to some one in 3 ways or will be desolved without results...So Janaka's death 'could be' a result of the killings he did and ordered to kill while he was in army. Only a Buddha can tell if it is not. But sooner or later one has to pay for the Karmas one commits. I don't know whether Buddha diferenciate or justified any killing whatsoever as not a sin... a bad karma... But many monks do justify... But for Buddha they are just Bhikkus... not Sangha. One has to become Sotapanna to be a part of Sangha.This is a vicious circle... Not only the people who decided and killed Janaka and others but who rejoiced have commited a bad karma... If one kills someone as a result of a past Karma of the victim the murderer too comits the same bad karma.. and evryone who agrees with them.In a past life Buddha rejoiced a bunch oh fish killed by some fishermen. It is said that it gave results even after he became the Buddha.So... even if one becomes Samma Sambuddha one has to pay for the Karmas one commit.I wonder how many of us unnecessarily takes part as Tamils or Sinhalese, in the mass killings which happened for 30+ years. Terrorists, Politicians and everybody who directly helps war gains something or the other....By uplifting and rejoicing we indirectly create bad karma and eventually will pay, in this life or in a future life.  That is a natural law... So one can conclude that Janaka's death as natural...
