AFAIK the Japanese had plans to run express services from Matara to Fort under two hours. Why it didn't went through was the fact that they refused to take the burden of Railway pensions. Railway pensions budget was covered by the CGR's own funds. It was the old British system carried forward. Remember the railway pensioners collected their pensions from the rail stations.
