Joomla is a content management system(CMS) it means ,it's much complex to learn for beginners but when you move on it's simple to understand the core,you can adjust Joomla core as you wish in the settings if you want to add additional things just use Modules or Plugins which can either freely or commercially downloadable from their site or maybe even on another site ,you can find Joomla tutorials by searching on Google
it may take at least 2 to 3 week to learn that well ,then practice to make the site
there are lot of content manager systems like Joomla the popular one is Drupal ,you can try that as well or search on Google as "list of content management systems"
the major difference between CMS and Forums (like phpBB and VBulleting)is you can still add forums or blog anything to CMS but in fourm based sites only for forums of course now some of sites expand the service upto blogs but still you won't see much features other than CMS.
if you want to make a site ,just find a host (zoka.cc) ->then a doman (dot.tk or co.nr)
->then go to the FTP management -> upload your CMS files and then type the address where the index.html(.php) file in now it will show you the installation
the easiest way is begin from Drupal.!
