In fact all Newtonian physics concepts are derived based on this assumption, and all these laws obey the rules when we consider the frame of earth. Hence this assumption is observable inside this specific frame and we tend to feel time is universal. But when you move out of earth and talk about the whole universe, Newton's laws will no longer be valid and Einstein theories will come in to action.
