In ways to strengthen national digitalization, the Prime Minister's Office and the Ministry of Public Administration and Security declared a vision for an information society and mapped out 5 goals and 72 major tasks at the Central Government Complex in Seoul on the same day. The event was attended by around 200 guests from the ministries, the National Assembly, businesses, private organizations and academia. President Lee Myung-bak at the venue said, "The most urgent task now is solving the problems of the economic crisis, but we also have to prepare for the future and seek new growth engines (for further development)." More developed IT service and technology is part of the new growth engines sought after by the government. According to the government's plan, ubiquitous Internet technology owned by the few will penetrate into the lives of many, high-speed Internet service will help people live disaster-free lives through high-end information services and Information technology will be grafted onto many manufacturing and service industries by 2012. Under the vision dubbed "Advanced Information Society based on Creativity and Trust," the government will try to collect important information scattered around ministries and bring it to within reach of most people, said the president. "Korea's information infrastructure rating stands at 6th in the world, but in terms of people's access to information, there is much room for improvement." The national information society plan also included constructing 10 "soft power clusters" nationwide, in which industry, academia and research institutes work together for the development of information and communication technology.
