For your information, those universities (you are calling them as  "Private universities") are not actually private, they are semi-government, regulating under Ministry of Higher education.  so, the director board of each institute (there are 11 institutes as i know) is bounded to follow regulations and directives of Ministry of higher education as well as  University Grant Commission. Also most of them have authority to award degree and it is accepted as it awarded by Sri lankan government (just like other gov. universities).
