Well you CAN link your moneybookers account to ebay but your seller/buyer needs a moneybookers account to complete the transaction. But most of the sellers say "We accept PayPal only". You can't do eBay business legally because legit Sri Lankan PayPal account's can't receive money (hopefully, yet!).
