Banda Chelva pact was failed to enforce, because it was UNFAIR for Sinhalese to disseminate power 50-50 power in land at that time was over 80% was Sinhalese, Chelva and other power greedy minded Tamil politicians thought because they wiped British as*es under British rule they should have more power, But British knew all along whom land is it, they were not stupid.. by this time they've already had done many expeditions and had facts about Sinhalese...

here's what Chelva asked and true hidden agendas behind those!

1. Tamil to be official language for administration purposes in north and east (Which will force the other communities to work in Tamil)

2. Immigration to North and East to be restricted (this was clearly done to restrict Sinhalese and other Minorities to be settled in the areas, which will further nourish their separate motherland claim in future)

3. More powers to be given away to regional councils (Tamil politicians were not at all interested of a Federal concept as it would be governed by Sinhalese)
