Audit queries have led to find out that there are equipment purchased below standards and paying 10-12 times higher prices when purchasing kitchen utensils, stores equipment and welfare apparatus to the value of Rs. 5,247,584 for the Police Training Schools in Pahalagama, Katana, Wehera, Boralanda, for the Police stations in Aithiyamale and Karadiyanaru and for the Monaragala police division. According to the Auditor General, A fish knife which is Rs. 250 in the market has been purchased for Rs. 1350; A table knife which is Rs. 100 in the market has been purchased for Rs. 575; A coconut shell spoon which is Rs. 20 in the market has been purchased for Rs. 200; A stainless steel rice spoon which is Rs. 40 in the market has been purchased for Rs. 250; A plastic waste bin which is Rs. 575 in the market has been purchased for Rs. 3950; A cross saw which is Rs. 875 in the market has been purchased for Rs. 1350; A coir rug which is Rs. 200 in the market has been purchased for Rs. 2650; A serviette which is Rs. 20 in the market has been purchased for Rs. 120; An electric coconut grater which is Rs. 5500 in the market has been purchased for Rs. 23,500; When 75 money boxes were purchased to the Police Department, tenders were called from four companies. A technical evaluation committee comprised of a Senior Superintendent of Police and two others gave instructions in this regard. However, the minimum price was ignored and the second price was accepted. Purchasing the items at Rs. 1421.73 without VAT caused a loss of Rs. 20,745.75 to the department. The Auditor General further states that the advantage for the state was prevented when welfare items worth Rs. 1,586,750 were purchased for 30 locations to house 6000 police officers who were on duty for 2007 Esala Perehera.  Although the Senior Superintendent of Police - Kandy had informed that the purchased items could be handed over to the Police Stores by September 02, they were not handed over duly until November 15, 2007. Further, the descriptions of the radio sets purchased were not submitted to stores. The Auditor General has also pointed out that purchasing coconut shell spoons at Rs. 200 each is an erroneous procurement. The Auditor General has shown to the Inspector General of Police that Rs. 327,750 loss had been caused to state through purchasing 81,000 polysacks by way of paying higher prices. Whilst approval had been given to purchase 1690 iron beds at the cost of Rs. 10,830, they were procured at Rs. 14,900. 1390 white shirts were purchased for police officers at the cost of Rs. 799,250, but the supplier was not one registered in the Defense Ministry. Even five years after the five storey police station in Kotahena was completed construction, steps have not taken to acquire it from the contractor, the Attorney General has observed.</blockquote>
