can somebody tell me how can i make a phone call to someone in a foreign country carrying a mobitel phone?

a friend of mine recently went to china and he took his mobitel phone with him. how do i call him on his mobitel number?

If he is on Roaming, You can just dial his number, then it will ring him up. But remember, its gonna cost you and your friend a lot of money.

If he is not on roaming, then I dont think you can.
