You've already assuming that these 2 jeeps belong to someone who actually has a security risk. How do we know that these 2 jeeps does not belong to a couple of business men or underworld gangs ?
If its a case of security, they can run the jeeps without any registration at all. Also such persons are driven with military guard. There's no such guards for these 2 jeeps.
