This may differ to many reasons.In my personnal experience i found IE7 more reliable.
my findings:
For Dial up:
IE : Slow
FF: Fast
For ADSL modem:
IE7 :Fast
FF: For me slow
For ADSL Router:
IE7: slow
FF:Fast
