the generals of a country are answerable not to the people....we do not elect generals.....the president appoints them....they answer to the president...and do as he orders....they recommend certain check point to take in a war...and the president selects the options he think is best....then each general takes the decision to his military wing...and plans the needful....

THE ABOVE IS WHAT HAPPENS IN ANY WAR.....RIGHT OR WRONG....FROM 100.BC TILL NOW......
