Recently one person told me that more than 30% of the budget for each ministry/ department is spent in procurement. It is said that in some departments, this value could be high as 60%.
However, it is said that the procurement in these ministries/ departments are conducted by ad-hoc procurement committees which reduces the efficiency and not bringing the optimum value for money.
Therefore, it is said that establishing a separate unit under each ministry/ department is essential for further improvement. Furthermore, it is said that, many Asian Countries have already adopted electronic procurement (e-Procurement) methods for further improving efficiency and cost-worthiness. However, Sri Lanka is said to be far behind other Asian Countries in this field.
