You can try the EMSISoft Decryptor.... If the ransomware used an on-line key there is NO hope of recovery. The free decryptor is only able to decrypt files encrypted with an OFFLINE key.

On the ransomware message if your Personal ID ends with ‘t1’, then the files are encrypted with an offline key. If the ID does not end with ‘t1’, the ransomware virus used an online key.

Only possible if encrypted with the Off-Line key.. "Neer" ransomware uses RSA Salsa20 cipher, which is not easy to crack.

However, if you are talking ONLY about media files, in some cases it is possible to recover these with a minimal loss. Most of these types of Stop/DjVu ransomware tends to encrypt the very first 150KB of each file, to speed up the encryption process.
