thanks machan but this doesnt say whether we need to have a job offer or not to be eligable to migrate under the green list criteria. Simply, does someone have to receive a job offer from a NZ company to at least apply for a work visa ?
Obvious... It specifically says you need a Work Visa. Unless you hold a PR in NZ or Australia - then you need to have a job offer from a New Zealand employer.
There are other criteria too like having a partner in NZ, you have been educated in NZ etc.

You have to fulfill the following requirements to apply for this Visa.

    1. You need a job offer
    2. Other regular background checks - Criminal records, Legal eligibility, Health conditions, etc. will be checked before granting Visa.

Once you get the Visa, you can start immediately.

You are also eligible for the "Fast-Track PR" option which allows you to apply for PR after completing 2 months of working in NZ using the working Visa. (Ex. if you got the working Visa and are already in NZ by June, you can apply for PR by September)

Points, Skill Assessment, etc. is not mandatory here to apply for a job AFAIK. Because you are applying for Visa because you already have an "Offered Job". The employer is obliged to check your qualifications, skills, and other eligibility. Therefore, as long as the offer is valid, then all is good.

Plus, you don't have to go through a migration consultant either. Normally, the employer will look after all the Visa processing documents.

That's what I understood from the things I read on their website.
