I found this solution from a another forum ...i think this could help you
1) Register with Entropay.com here :- https://www.entropay.com/
2) Make a [COLOR=#009900 ! important]Virtual Visa card worth $20 from any real/physical [COLOR=#009900 ! important]Credit or Debit Card[/COLOR] you have.You must use ur own card,not any stolen or any hacked CC.
3) After creating a VCC worth $20 , apply for the Entropay Plastic MasterCard physical Debit Card from your home screen.Entropay will deduct $9.99 from your $20 ballance.
4) Now write down the Number & Expiry Date & the CVV Code of your Virtual Visa Card.
5) Link & verify your Virtual Card with both PayPal & Alertpay & you will get the PayPal Expuse Code & Alertpay Validation code to your Entropay statement within 3 days.Now both your Pay Pal & Alertpay has been verified.
6) Now you can withdraw both Pay Pal & Alertpay funds to your Entropay VCC & later transfer the funds from your Entropay Virtual Card to your Physical Entropay Plastic MasterCard & withdraw your cash from any ATMs worldwide that supports MasterCard.
I've attached a screenshot of my entropay VCC statement to prove that withdrawing PP & AP is possible to entropay VCC & the strange thing is ENTROPAY DID NOT CHARGE ANYTHING FOR INCOMING FUNDS.
And here is a real screenshot of my Entropay VCC statement.Everything has been shown.i have not tried to hide anything.I did try with a small amount from Alertpay & got it in 3 days & Entropay treated the withdrawal from Alertpay as REFUND & did not charge anything.
So all in all now you can withdraw PayPal & Alertpay to Entropay VCC & you can then withdraw that cash in your local City using the Entropay Plastic Mastercard.How cool is that.Don't say this [COLOR=#009900 ! important]does not work[/COLOR] because it DOES work for me & should be working for you too.
