What you say is right. The scholarship opens up a pathway to get someone on to a better school. Children go to tuition classes from year 2. See how many signboards are these. Around 6PM you will find school children like a perahara in the town... If they are so dependent on the tuition classes - then that's why I said it's better to close the schools and rent them to tuition masters to run tuition joints.
Also I don't think the scholarship exam , the OL or AL exams are now geared to select who have a brain. Students are taught like parrots - not trained to think.
If you take a look at very old A/L papers there are a couple of questions which are not straight from the book. These have a twist. The people who learned like parrots fail here, but the clever ones would manage.
I would revamp the entire system really.
The downfall of the SL Education system started with that donkey Baduddin Mohammed - in the Sirimavo government. He is the one who created the whole mess.
