NVR eken DHCP dissable kara eth wadakna (DHCP camera eken change karanna setting eka locate karaganna ba)
mobile app : ICSEE
win app : xmeye
and tv eken balanawa nvr eka gahala.
moke wath hoyaganna na cam eke DHCP dissable karana eka.

or what is the solution?

Camera walata log wela Static IP dapan

try directly logging into the camera and setting the IP
the configured camera should persist even after a power cycle
you can check where the dhcp assignments come from by plugging in a laptop to your switch (if the cameras are connected to a switch) and running a packet capturing tool like wireshark
