Are you going to get involved in agriculture and grow rice (since you are talking about rice) ?
Next, you are asking why the price of rice is high. You know the answer to that yourself even though your playing dumb (or it is possible that you are dumb). Most of the rice that is consumed by even you is being imported as the local rice production is not enough for the country.
Why is it not enough ? cause like you, most of the country is not involved in the agriculture field and is simple not producing.

The fertilizer is still being given for a cheaper price but the actual production is nowhere near enough for the actual consumption.
The importing can be stopped if the people, you and me are willing to make that sacrifice. Are you willing to sacrifice anything to actually make that happen ? the way you harp on its pretty easy to see that you wont.
