hey mata help ekak ona. mama web card ekak aran eka use karala payment ekak karanna heduwa. indiawe friend kenekta. but im getting this 'This transaction cannot be completed...' any idea?

Call the card center and tell that you tried to make a payment bla bla bla, and aske them was there a problem. they'll let u know if it was a security thing if so then they'll correct it.

The other problem is that the indian government has put restrictions on indian paypal accounts. and there are some changes need to be done before the person can receive money. if he hasn't done anything like that then he can't receive money.
